(a) Definition of the Harmonisation System of Survey and Certification (4 marks)
- IMO system – Introduced by the International Maritime Organization to align the timing of statutory surveys and certification across the main conventions (SOLAS, MARPOL, Load Line, etc.).
- Common cycle – Certificates are generally issued with a 5-year validity, incorporating annual, intermediate, and renewal surveys within the same cycle.
- Efficiency – Minimises disruption by allowing surveys for different certificates to be carried out together, often in the same port call or dry dock.
- Consistency – Provides a uniform expiry date for major statutory certificates, simplifying compliance for shipowners, surveyors, and authorities.
(b) Statutory certificates for a vessel of 500 GT or more carrying 12 passengers (6 marks)
The following six statutory certificates are required to demonstrate compliance with IMO conventions:
- Passenger Ship Safety Certificate – required under SOLAS, confirming compliance with construction, fire protection, lifesaving, and equipment requirements.
- Cargo Ship Safety Equipment Certificate – SOLAS requirement (for cargo-carrying aspects, if applicable), covering fire appliances, lifeboats, life-saving appliances, and navigation equipment.
- Cargo Ship Safety Construction Certificate – SOLAS requirement for hull strength, machinery, electrical installations, etc.
- International Oil Pollution Prevention (IOPP) Certificate – MARPOL Annex I, confirming compliance with oil pollution prevention equipment and procedures.
- International Load Line Certificate – ILLC, certifying the vessel’s freeboard and structural integrity against flooding.
- Safety Management Certificate (SMC) – issued under the ISM Code, verifying that the vessel operates under an approved Safety Management System.
(Other certificates may also apply, e.g. International Tonnage Certificate, International Air Pollution Prevention (IAPP) Certificate, Document of Compliance (DOC) for the company, but the six above cover the main requirements for this type of vessel.)
