2.Outline the engineering watchkeeping requirements, as stated in the STCW Convention, under EACH of the following conditions:
(a) restricted visibility;(3)
(b) coastal or congested waters;(3)
(c) ship at anchor in open roadstead or similar at sea condition.(4)

(a) Restricted visibility (3)

The Officer in Charge of the Engineering Watch (OICEW) must:

  1. Maintain machinery in immediate readiness for manoeuvring.
  2. Ensure enhanced monitoring of propulsion and auxiliary systems to respond quickly to telegraph orders.
  3. Maintain close communication with the bridge regarding any changes in propulsion availability or limitations.

(b) Coastal or congested waters (3)

In these conditions, the OICEW must:

  1. Keep propulsion machinery fully ready for immediate manoeuvre.
  2. Maintain heightened surveillance of all critical machinery (steering, thrusters, generators, etc.).
  3. Ensure clear communication with the bridge and anticipate frequent engine movements.

(c) Ship at anchor in open roadstead or similar at sea condition (4)

The OICEW must:

  1. Maintain proper engineering watch – regular rounds to check main and auxiliary machinery.
  2. Ensure that machinery required for safety (generators, bilge, fire pumps) are available for use.
  3. Monitor weather and sea conditions for any changes that may require readiness to get underway.
  4. Ensure communication is maintained with the deck watch and Chief Engineer regarding machinery status.
