(a) Purpose of having a Designated Person Ashore (DPA) (6 marks)

The DPA acts as the vital link between the company and those on board, ensuring the safe operation of ships and continuous compliance with the ISM Code. The key purposes are:

  1. Monitoring the safe operation of each ship – Ensures procedures are followed.
  2. Ensuring adequate resources and shore-based support – So ships can operate safely and in compliance with rules.
