(a) Purpose of having a Designated Person Ashore (DPA) (6 marks)
The DPA acts as the vital link between the company and those on board, ensuring the safe operation of ships and continuous compliance with the ISM Code. The key purposes are:
- Monitoring the safe operation of each ship – Ensures procedures are followed.
- Ensuring adequate resources and shore-based support – So ships can operate safely and in compliance with rules.
- Promoting safety and environmental protection – Verifies that hazards and risks are identified and managed.
- Acting as a communication link – Between shipboard personnel and company management.
- Facilitating effective implementation of the Safety Management System (SMS).
- Ensuring feedback and corrective action – Provides a mechanism for continuous improvement in safety.
(b) Two certificates required to demonstrate ISM compliance (4 marks)
- Document of Compliance (DOC) – Issued to the company, confirming that its Safety Management System (SMS) complies with the ISM Code.
- Safety Management Certificate (SMC) – Issued to each ship, confirming that the company and its shipboard management operate in accordance with the approved SMS.
