(a) Merchant Shipping Notices (MSNs) – 4 marks
- MSNs give details of the statutory requirements that must be complied with under UK and international maritime law.
- They contain mandatory information, such as safety standards, manning requirements, or technical rules.
- MSNs may amend or replace regulations and are legally enforceable.
- They are usually referenced directly in UK legislation and must be followed by shipowners, operators, and seafarers.
(b) Marine Guidance Notes (MGNs) – 3 marks
- MGNs provide guidance and best practice advice on how to comply with regulations.
- They are not legally binding but explain the intent of legislation and help operators apply rules effectively.
- Often used to highlight new safety initiatives, recommended procedures, or interpretations of regulations.
(c) Marine Information Notes (MINs) – 3 marks
- MINs provide short-term, temporary, or urgent information to the industry.
- Used for things like examination schedules, training updates, or time-limited instructions.
- They are valid only for a limited period and are cancelled once the information is no longer relevant.
