(a) The Safety Management System (SMS) (5 marks)
- The SMS is the structured and documented system developed under the ISM Code to ensure safe operation of ships and pollution prevention.
- It sets out company policies, procedures, and instructions covering all key shipboard and shore-based operations.
- Provides a framework for identifying hazards, managing risks, and ensuring compliance with international and national regulations.
- Ensures that roles and responsibilities are clearly defined, and that crew are trained and competent.
- Includes arrangements for reporting non-conformities, conducting audits, and implementing continual improvement in safety performance.
(b) The role of the Designated Person (DP) (5 marks)
- The DP acts as the link between ship and shore management under the ISM Code.
- Ensures that the SMS is effectively implemented and maintained both onboard and ashore.
- Has direct access to the highest level of management in the company for reporting safety or pollution prevention issues.
- Responsible for monitoring the safety and pollution-prevention aspects of the ship’s operation and ensuring adequate resources and shore support are provided.
- Plays a key role in feedback and continuous improvement, ensuring corrective actions are taken when deficiencies are identified.
