Requirements for the Stowage of Hand Portable Petrol Containers (10 marks)
Location and accessibility
Lockers must be located on the open deck, outside accommodation and machinery spaces, and as far as practicable from ignition sources.
They must be readily accessible for inspection and removal in case of emergency.
Ventilation
Each locker must be adequately ventilated at both high and low levels to the open air, ensuring that any petrol vapour (heavier than air) can disperse safely overboard.
Ventilation openings must not discharge into enclosed spaces or near air intakes.
Construction and material
Lockers must be constructed of gas-tight steel or aluminium with weathertight closing lids to prevent water ingress but allow vapour venting.
Surfaces should be spark-proof and resistant to petrol corrosion.
Draining and vapour control
Lockers must have drainage to a safe location overboard, never to bilges or machinery spaces.
Vapour-tight bulkheads must separate lockers from the vessel’s interior.
Capacity and segregation
Only a minimum number of containers necessary for operational purposes should be stored.
Containers must be securely lashed or clipped to prevent movement or impact.
Oxygen or LPG cylinders must not be stowed in the same locker as petrol.
Container requirements
Containers must be of approved design, clearly marked “Petrol – Highly Flammable,” fitted with leak-tight caps, and in good condition.
Plastic containers must be specifically approved for marine use and anti-static.
Ignition source control
No electrical equipment, switches, or wiring that could produce sparks may be installed inside the locker.
No smoking or naked lights near the locker area.
Earthing and bonding
Lockers should be electrically bonded to the ship’s earth system to prevent static discharge during refuelling or when removing containers.
Labeling and signage
The locker must display a clear warning notice such as: “Highly Flammable – No Smoking or Naked Lights.”
Inspection and maintenance
Lockers and containers should be regularly inspected for corrosion, leaks, and secure fittings.
Any spilled fuel must be cleaned immediately using non-sparking tools and absorbent materials.
