(a) Definitions (5)
- Freeboard:
- The vertical distance measured at the ship’s side amidships from the waterline (assigned load line) to the upper surface of the freeboard deck.
- It represents the vessel’s reserve buoyancy and ability to withstand rough seas.
- Freeboard Deck:
- The uppermost complete deck exposed to weather and sea, which has permanent means of closing all openings (weathertight).
- It is the reference deck from which the vessel’s freeboard is measured.
- Openings below this deck must be watertight; openings above must be weathertight.

(b) Five items inspected before issuing/endorsing a Load Line Certificate (5)
A surveyor will check:
- Load line marks – correctly positioned, marked, and permanently painted.
- Deck line – properly located and marked amidships.
- Closing appliances – hatch covers, doors, ventilators, and air pipes must be weathertight/watertight.
- Freeing ports and scuppers – adequate in size, operable, and fitted with closing devices as required.
- Guardrails, bulwarks, and safety rails – intact and to regulation height/strength.
(Other valid checks: structural integrity of hull, access openings to machinery spaces, condition of superstructure closures, watertight bulkheads.)
