With reference to risk assessment and the Code of Safe Working Practices for Merchant Seamen (COSWP)
(a) Purpose of a risk assessment (4 marks)
- To identify hazards that may cause harm to personnel, ship, or environment.
- To evaluate the likelihood and severity of those risks.
- To determine control measures to eliminate or minimise risks.
- To ensure work is planned and carried out safely in compliance with statutory and company safety requirements.
(b) Person responsible for carrying out the risk assessment (3 marks)
- The employer / company / Master has the ultimate responsibility to ensure risk assessments are conducted.
- Practically, the competent person in charge of the task (e.g. Chief Engineer, Chief Officer, or designated responsible officer) carries it out.
- Involves consultation with those doing the work to ensure hazards are correctly identified.
(c) What should be considered when carrying out a risk assessment (3 marks)
- The nature of the task, equipment, tools, and methods to be used.
- The working environment (e.g. enclosed spaces, weather, noise, lighting, ventilation, potential for fire or pollution).
- The people involved (experience, training, fitness for duty, PPE requirements, manning levels).
